Let me take this opportunity to acknowledge the Premier, Dr. the Honourable Natalio Wheatley, my honourable colleagues, Honourable Vincent Wheatley, Honourable Luz Hodge Smith.  Of course, representatives of the RDA who are present, and I would like to especially recognize CEO McMaster, even in his absence, board members, all individuals from the RDA.

Let me especially also recognise the interns that are here from the RDA today, and applaud the RDA for having so many young people under their leadership, continuing to grow and build capacity.  Acting CEO in the Ministry of Education, and all Education officials.

Of course amazing principals, teachers, Mr. and Ms. Eslyn Henley and all the well-wishers that have come here to celebrate with us today.

Once again good morning and welcome to this momentous occasion as we gather today to mark the contract signing and groundbreaking ceremony for the Eslyn Henley Richez Learning Centre (EHRLC). It is with great pleasure that I stand before you to celebrate the commencement of this project that holds immense promise for the future of our beloved Virgin Islands.

The history of the Eslyn Henley Richez Learning Centre (EHRLC) is one of resilience, determination, and unwavering commitment to providing quality education to children with special needs.  Established in 1972, the center became a beacon of hope for students who required tailored educational support.  However, the devastating hurricanes of 2017 dealt a severe blow to this institution, leaving its facilities in ruins and its mission momentarily disrupted.

Since that challenging period, the EHRLC's administration and student body displayed remarkable fortitude, navigating through temporary relocations and limited resources.  Classes were first held at the Althea Scatliffe Primary School, and later at the Valerie O. Thomas Community Centre in Sea Cow’s Bay.  But it is evident that the current facilities fall short of providing the specialized amenities necessary for special needs education in the Virgin Islands.

Today, we gather with renewed determination and enthusiasm as we embark on a journey to rebuild the Eslyn Henley Richez Learning Centre (EHRLC). This endeavor has been made possible through the collaborative efforts of the Government of the Virgin Islands, the Recovery and Development Agency and the Caribbean Development Bank, whose support has enabled us to secure the necessary funding to undertake this vital project.

I would like to take this opportunity to congratulate Autland Heavy Equipment, who I am certain, will ensure that this learning center is constructed to the highest standards and upon completion will hand over a modern educational facility.

The project is set to commence on the 5th of September, 2023, and scheduled for completion on the 7th of March, 2025. Over the course of these 18 months, we will witness the transformation of this site into a green and resilient learning facility, purpose-built to cater to the needs of our differently abled students.

The new Eslyn Henley Richez Learning Centre (EHRLC) will provide an education that is inclusive, empowering, and aligned with our territory's mandate for educating all children.  Education is a universal right, and we firmly believe that every child, regardless of their abilities or disabilities, deserves an education that is tailored to their individual needs.  In our pursuit of creating an inclusive educational system, I believe that this project is proof of our commitment to eliminate barriers and provide a level playing field for all students.

By offering specialized facilities such as sensory and therapeutic room, hygiene and withdrawal rooms, interior and exterior learning spaces and medical personnel and wheelchair accessibility throughout the building, we are reaffirming our commitment to ensuring that the children at this institution receive an education that fits their needs.

This learning center, I believe will stand as a testament of our Territory’s dedication to providing holistic education that nurtures both academic and personal development.

As I stand here today, I see Mr. and Miss Eslyn Henley I want you both, as well as all the students at this amazing institution to know that your abilities far outweigh your challenges.  Each one of you possess unique talents, abilities, and an unyielding spirit that serves as an inspiration to us all.  I acknowledge publicly today that your journey has not been an easy one, but you have demonstrated patience, courage, perseverance, and an unwavering commitment to learning. 

You have exemplified these qualities in abundance, showing us as well as your parents, that success comes in various forms.  The remarkable progress you have made and continue to make, the skills you have acquired, the knowledge you have gained are testaments to your determination and resilience; and I want to say to you, that today is all about you.

I also take this opportunity to recognise the unwavering dedication of the principal, educators and support staff of this amazing institution who despite challenges have remained steadfast to their commitment of shaping the educational journey of our exceptional students.  I sit here and I see Principal Vansittart Huggins with tears in her eyes.  This, Principal Huggins, is a retirement gift to you after 43 years of dedication to education, and 15 years leading this amazing institution. We acknowledge you today and we truly believe that your legacy will live on in this institution. We also know that you have passed on the baton to Principal Magdaline Alister, who I am certain will continue to do an exceptional job to chart the way forward for our exceptional students at the EHRLC.  We acknowledge you today and we celebrate your dedication to educating or differently abled students in the Virgin Islands.

Ladies and gentlemen, I would like to take this opportunity also to acknowledge our education officer for special needs, Mrs. Afiyah Smith, as well as the acting Chief Education Officer (CEO) and the entire Ministry staff who has been supporting the EHRLC in leaps and bounds, ensuring that they get the technical support necessary to continue their mandate.

As we embark on this transformative project, let us remember the words of Nelson Mandela: "Education is the most powerful weapon by which we can use to change the world." The Eslyn Henley Richez Learning Centre (EHRLC) will serve as a hub of transformation, empowerment, and progress, equipping our students with the skills and knowledge they need to contribute meaningfully to our society and beyond.

In conclusion, I extend my heartfelt gratitude to everyone involved in making this project a reality and all the dedicated individuals who have worked tirelessly behind the scenes. Let us move forward with unwavering determination, knowing that together, we are creating a brighter future for the students of the Eslyn Henley Richez Learning Centre (EHRLC).  Let us celebrate this success and look forward to a future where every single student in the Virgin Islands, regardless of their abilities, or disabilities are embraced, supported, and provided with equal opportunities.
