As Premier of the Virgin Islands, I fully support free speech and freedom of the press which are pillars of democracy. Both should be exercised responsibly and according to high international standards.

His Excellency, the Governor John J. Rankin, CMG, chaired the Meeting held on 11th January 2023. The Meeting was held at the Premier's Conference Room, Cutlass Tower.

Following a meeting of theCouncil of the European Union on 14 February 2023, the British Virgin Islands (BVI) has been added to the EU list of non-cooperative tax jurisdictions (Annex I). In a statement, the EU Council found that the BVI was not sufficiently in compliance with the OECD standard on exchange of information on request (criterion 1.2). It also noted that this is the first time the BVI has been included in the list.
I would like to say a special welcome to those of you joining us both in person and via live stream at this auspicious occasion as we dedicate the long-awaited Market Square.
Today I am pleased to share with you my second Quarterly Review of the implementation of the recommendations of the Commission of Inquiry (COI) Report. This is a key mechanism for monitoring progress. As of the end of December, fifteen of forty-eight recommendations had been completed. In January, we saw further progress, including the receipt of various reviews and audits.

Madam Speaker, the British Virgin Islands (BVI) has demonstrated its continued commitment to complying with evolving international standards on transparency and the fight against financial crime, with a set of new legislative changes that came into force on 1st January 2023.
