Madam Speaker, permit me to address the subject of BVI Airways. This subject has been one of the most difficult chapters in my years of public service: the failed effort to create a commercial airline to serve the BVI.

In bidding farewell to 2018 and welcoming 2019, I am filled with much emotion as I address you, my fellow Virgin Islanders, residents and friends, for the last time with me serving as Premier of the Virgin Islands. 

On 20th December, 2018 The Royal Virgin Islands Police Force began an investigation into the sudden death of Dr. Joseph Horgan, who was retrieved by Police from the waters of the British Virgin Islands.

Madam Speaker, thanks for the opportunity to update this Honourable House on the recovery of the tourism sector since the severe devastation it suffered at the hands of last year’s hurricanes.

Greetings to the wonderful people of the Virgin Islands, it is that time of the year again where we celebrate the birth of Jesus the Christ and do as He instructed which is to spread love to one and all.

In 2017 the Virgin Islands experienced two of the worse natural disasters through two category five hurricanes Irma and Maria.
