My people of the Virgin Islands I greet you on this festive Easter Monday which is celebrated as a holiday in many Christian cultures.

Saturday April 20^th marks the beginning of vaccination week. The Ministry of Health and Social Development together with the BVI Health Services Authority joins the Americas and other Caribbean countries and territories in celebration of the 17^th anniversary of vaccination week in the Americas! 

Mr. Speaker, I move that the Bill shortly entitled the Appropriation Act, 2019 be read a second time and, in so doing, I invite this Honourable House to extend its customary indulgence in permitting me to deliver the 2019 Budget Address.

May I first wish you all a very pleasant morning. I am very grateful for the opportunity to be here on the occasion of this seminal workshop, and to extend very warm greetings to our visiting guests on behalf of the Government and people of the Virgin Islands.
