I move that the Bill shortly entitled the Appropriation Act, 2020 be read a second time as I invite this Honourable House to extend its customary indulgence as I deliver the Territory’s 2020 Budget Address.

We are deeply saddened to learn of the passing of Honourable Ralph T. O’Neal, OBE, Member Emeritus of the House of Assembly.

It is with great sadness that I learned of the passing of Honourable Ralph T. O’Neal, OBE.

People of the Virgin Islands, I greet you on this our 25th anniversary of Culture Week here in the Virgin Islands. The very fitting theme is “Revitalizing Virgin Islands Culture.” I have a few crucial things to convey to you.

The work of rebuilding the home, infrastructure and commercial properties in the Virgin Islands has been progressing well, especially during recent times.

As Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture it gives me great pleasure today to applaud UNESCO’s efforts in guiding the Education 2030 Agenda and the sustainable development goals. 

I extend greetings to everyone at home and abroad. According to the World Health Organization, chronic diseases continue to be on the incline globally. It is expected to surge from 46 percent of the world’s population to 57 percent by 2020. Almost half of the chronic disease-caused deaths are attributable to cardiovascular diseases, obesity and diabetes.
