Mr. Lloyd Black has been appointed to serve as a member of the Public Service Commission for a period of two years.
His Excellency the Governor Augustus Jaspert acting in accordance with the advice of the Premier of the Virgin Islands, Dr. the Honourable D. Orlando Smith, OBE, made the appointment in accordance with section 91 (1) (b) of the Constitution. The appointment took effect on July 16.
The other members of the commission are Mrs. Magdaline Rymer, Mrs. Keturah Crabbe, Mrs. Eunice Crawford, and Mr. John Samuels. Mrs. Magdaline Rymer serves as the Chairperson of the commission.
Mr. Black is a former legislator who has a wealth of knowledge in the operations of the Public Service. He was a member of the Legislative Council (now House of Assembly) from 1999 to 2007. During his tenure, he was the representative for the Eight Electoral District and served as the Minister for Education and Culture from 2003 to 2007.
Mr. Black holds a Master’s of Science Degree in Business Administration from the University of the West Indies, Cave Hill Campus, Barbados. He has received training from City of London Polytechnic, the Caribbean Aviation Training Institute and is an Airline Transport Pilot.
Mr. Black is a Consultant for Grey Stone Business and is also a former Commercial Banker at Scotia Bank BVI Limited. He is a Past-President and current member of the Rotary Club of Tortola.
The Public Service Commission’s role is to provide advice on appointments to public offices and to remove and exercise disciplinary control over persons holding or acting in such offices in consultation with His Excellency the Governor.
