Director of the Virgin Islands Public Service Learning Institute (VIPSLI), Dr. Connie E. George is featured in as she met with officials from the Singapore Civil Service College. Dr. George is currently accompanying Premier and Minister of Finance Honourable Dr. Natalio D. Wheatley on his Asia Mission.

The Virgin Islands Public Service Learning Institute has developed relationships with various Public Services, Public Service Colleges and Universities to identify opportunities for scholarships that allow public officers to study abroad while experiencing new cultures.

The institute annually awards scholarships across multiple to public officers seeking to advance their abilities and contributions to the Public Service.
