The Ministry provides leadership and funding, develops policy and legislation, develops accountability frameworks and monitors performance for all education, youth, sports, library, cultural and rehabilitative matters.

The Ministry of Education and Culture has responsibility for all educational services, the Department of Culture, the Department of Library Services, the Department of Youth Affairs and Sports and Her Majesty's Prison as well as the BVI National Commission for UNESCO.
