Today I am pleased to share with you my second Quarterly Review of the implementation of the recommendations of the Commission of Inquiry (COI) Report. This is a key mechanism for monitoring progress. As of the end of December, fifteen of forty-eight recommendations had been completed. In January, we saw further progress, including the receipt of various reviews and audits.

In my first Quarterly Review of Implementation of the Commission of Inquiry Recommendations I noted that there had been good progress in a number of areas, which I continue to welcome.

On the 4th October I was pleased to publish the first Quarterly Review of the Framework for Implementation of the Recommendations of the Commission of Inquiry Report and Other Reforms which was agreed between the UK and Government of National Unity.  The Quarterly Review is a key part of the process for monitoring the implementation of the COI recommendations. 

Today I am pleased to share with you my first quarterly review of the “Framework for Implementation of the Recommendations of the Commission of Inquiry Report and Other Reforms” (“the Framework document”), being led by the Government of National Unity.

I’m pleased to join the Premier today to update you on the progress in implementing 48 of the 49 Commission of Inquiry recommendations and other reform commitments made by the Government of National Unity.

At our last press conference on 8^th June the Premier and I announced the agreement on implementation of the Commission of Inquiry Report recommendations. The Framework document put forward by the Government of National Unity set out a plan and timeline for the implementation of 48 of the 49 recommendations which was accepted by the UK Government. 

The ‘Framework for the Implementation of the Recommendations of the Commission of Inquiry Report and Other Reforms’ proposed by the Government of National Unity has been accepted by the Government of the United Kingdom.

Good Morning,  As people in the BVI are already aware, the Commission of Inquiry Report which was published on 29 April identified significant failures of governance, including evidence of corruption, abuse of office, and serious impropriety in public office.  To address these failures it is clear that fundamental changes are required.

Thank you, Madame Speaker for allowing me this opportunity to make this brief statement to this Honourable House.

Honourable Members, over the past few weeks there have been a number of significant developments as it relates to the Governance of the Virgin Islands and how we are continuing to ensure the good conduct of the business of the people as their democratically elected Representatives under our current Constitutional arrangement.

As I stated when I published the Commission of Inquiry report on 29 April, I believe it is a vital and hugely valuable contribution towards the achievement of better governance for the people of the BVI.
