It gives me great pleasure to congratulate the members of the Elmore Stoutt High School Class of 2015.  Indeed you all have come a long way, and with your families, friends and teachers, today our entire Territory celebrates with you, this significant accomplishment along your educational journey.

The Government of the British Virgin Islands (BVI) is disappointed with the European Commission’s decision to publish a communiqué and an accompanying annex that seems to suggest that the BVI is a non-cooperative tax jurisdiction.

In 2003, when I envisioned the start of the National Business Bureau; for our future, I saw a BVI where each entrepreneur would have access to a place that supported innovative ideas and assisted with the creation of new strategic business frameworks. 

In the absence of agreement on the recommendation of a Leader of the Opposition from amongst the Members of Her Majesty’s loyal Opposition who were recently elected to the House of Assembly of the Virgin Islands, I have been asked as Governor to appoint a Member to this post in accordance with section 70 (2) (b) by exercising the Governor’s powers of discretion under the Virgin Islands Constitution.

Greetings!  I am Myron V. Walwyn, Minister for Education and Culture, and I am pleased to offer congratulatory remarks to the Fifth Formers of the Secondary Schools of the Territory of the Virgin Islands, who have completed their graduation requirements and are today celebrating their achievements with their teachers and parents.

Biras Creek Resort has been one of the BVI’s leading hotel properties for several decades and has served the people of the BVI well. In recent years, since 2006 it has been operated by Mr. David Johnson under his Victor International Properties brand, through a leasehold arrangement with Biras Creek Resorts.

I extend heartiest congratulations to the class of 2015 on behalf of the Ministry of Education and Culture and admonish you first to be thankful for what you have achieved here at HLSCC, and second, to continue on the path of success. Graduates, you deserve every bit of pomp and circumstance that you will have today and I encourage you to soak up the moment as we celebrate you and your success.

It is an honour and a privilege for me as your Governor to officiate at this formal ceremony to hear the oaths and affirmations by the new Premier and Ministers of the new government of the Virgin Islands.

It is not very often that many people get to address two large gatherings of Virgin Islanders and Residents, two days in a row, and less than 24 hours apart.
