I wanted to update you on the independent investigation undertaken by the Royal Turks and Caicos Islands Police Force into the actions taken by officers of the Royal Virgin Islands Police Force Immediate Response Team during the apprehension of escaped prisoner Santo Yamarco Hernandez in early December.

It is an absolute honour for me and a great pleasure, as your Governor, and as her Majesty Queen Elizabeth II representative in the Virgin Islands to have given you your Certificates of Registration as British Citizens.
After much reflection, prayer, widespread discussions with Government colleagues and with you; as Premier of the British Virgin Islands I have come to the decision that we must move forward with the total and complete restoration of our Territory.
Today we take the time to celebrate the life, legacy and accomplishments of one of our greatest Virgin Islanders, our first Chief Minister, Honourable Hamilton Lavity Stoutt.
