The programme is done only by a referral basis, and its objective is to promote literacy, and encourage reading in the Virgin Islands. Teachers identify children who are weak readers and inform their parents of the library programme. The programme is held throughout the entire academic year. It provides structured activities that help to improve academic performance. The programme is held for three hours a week, for ten weeks, for a total of thirty hours per semester. This service provides help for children who are weak readers and some homework assistance. Activities include exercises to help improve their vocabulary, comprehension, thinking and listening skills, spelling, and reading and writing skills. Other enrichment activities such as art and craft are included on a small scale.
