One measure of system security is the creation of User Accounts, authorizing employees to access information technology resources. A further step is to define what each user can or cannot do with that access. When an employee joins, or leaves, the government service, Head of Departments are encouraged to actively participate in this very important process, by clearly outlining the access that each employee should have based on that person's role in the organization.

Process

Step 1:  An authorized Senior Officer or Head of Department must complete and submit a User Access Authorization form to request access to, or termination from, standard and supported systems, on behalf of an employee.

Step 2:  Once the request has been approved, it will be processed and the employee will get a call from a DoIT officer, advising of the status, User ID and default Password.

Step 3:  Immediately change all default passwords given, and maintain a high level of security by observing all security best practices and protocols as outlined in the Computer and Internet Usage Policy document.

Step 4:  Contact the Department of Information Technology for all User Account and related issues.

Make Network passwords complex.   They should apply to the following guidelines:

  • at least eight characters long
  • cannot be any of the last 5 passwords used previously
  • cannot be one that was changed within the last 5 days
  • should not contain any part of your User Account or Full name
  • should contain characters from at least 3 of the 4 character group:

                        A-Z (Upper case)                    a-z (lower case)

                                    0-9 (Numerical)                       !$#% (non-alphabetic)

After 5 unsuccessful attempts, your network Account will be locked out. Further, change passwords on accounts at least every ninety (90) days, as required by system policy.

 

Make  JD Edwards passwords complex.   They should apply to the following guidelines:

  • at least four (4) to ten (10) characters long
  • cannot be any of the last 6 passwords used previously

After 3 unsuccessful attempts, your JD Edwards Account will be locked out.  Change passwords on accounts at least every thirty (30) days, as required by system policy.

Make  Lotus Notes passwords complex.   They should apply to the following guidelines:

  • at least eight characters long
  • cannot be any of the last 5  passwords used previously
  • should contain characters from at least 3 of the 4 character groups
  • User Certificates expire every 2 years
  • Change passwords on accounts at least every ninety (90) days, as required by system policy.
