A registration and classification system whereby all contractors performing works or services for the Government of the Virgin Islands are required to register. Registered contractors will be classified and graded and this list will serve as the means through which the Government of the Virgin Islands will obtain contractors to perform petty contracts and services for which an open tender is not required.
Process
Step 1: Obtain the registration form
Step 2: Complete the registration form and submit to Projects Unit in the Ministry of Finance. Please see here for Specialist Contractor Types and their descriptions. Also provide CVs as it relates to Staffing & Financial Information.
Step 3: Classification and grading of registered applicants
Supporting Documents
- Valid Copy of Trade License (For Current Year).
- Copy of Good Standing Certificate – Inland Revenue Department
- Copy of Good Standing Certificate – Social Security Board
- Copy of Good Standing Certificate – National Health Insurance
- Copy of Good Standing Certificate – Registrar of Corporate Affairs (only applicable to incorporated businesses).
- Curriculum Vitae for all professional, technical and supervisory staff (the definition of type of staffing is provided at the applicable section).
- Financial statements spanning the past (3) three years as it pertains to the business. If the business has been in existence for less than (3) three years, please provide financial statements for the life of the business.

- Applicants that seek to change/amend their registration information should only submit the above documentation that has expired and/or has been updated at the time of their submission in conjunction with their completed application form.
- All application forms must be fully completed.
- All handwritten application forms must be legibly scripted in Black or Blue Ink Pen.
- The registration form will only be completed with the submission of ALL of the required documents.
- Documents can be scanned and sent via email to procurement@gov.vg or have the hard copy delivered to Projects Unit at Qwomar Building #2.
