The Government of the Virgin Islands is seeking qualified individuals interested in serving as members on the Parole Board.
Under the Parole Act (2009) and Parole Amendment Act (2014), Section 4 (1), the Parole Board should comprise of no less than five and no more than seven person. Persons eligible for the Board must have held a judicial office or an attorney not regularly engaged in criminal practice, a psychiatrist and a member of the Dental Council, has knowledge and experience in the supervision and aftercare of discharged prisoners, is a minister of religion experienced in counselling, has knowledge of the causes of delinquency, a social worker or is able to represent the interest of victims of crime and offenders.
The Parole Board is expected to advise the Governor and the Minster for Health and Social Development on the release of a prisoner on licence, under the Parole Act, the release of a prisoner, if the Board believes the prisoner is no longer a risk to public safety, the licence conditions, if any, and the variation or cancellation of those conditions; the revocation of any licence and the recall to prison of a person released on licence; and any related matter the Governor or Minister may refer to the Board for consideration.
Persons applying to serve on the Parole Board should have the professional competencies that exemplify integrity, respect, and a balance of skills and experience that supports the purpose of the Board.
They are also expected to commit to carrying out the functions of the Board, commit to confidentiality, integrity and good governance as well as exercising discretion and good judgement.
A member of the Board appointed under the Act shall hold office for a period not exceeding three (3) years and is eligible for re-appointment. Applicants must reside in the Virgin Islands and meet the conditions of eligibility. With the exception of Public Officers, stipends are paid to members of the Board at rates determined by the House of Assembly.
