The Government of the Virgin Islands, Ministry of Health and Social Development is seeking qualified persons to serve as Member of the Nurses and Midwives Council.

NURSES AND MIDWIVES COUNCIL

The Nurses and Midwives Council (“the Council”) was established under the Nurses and Midwives Act, 2020 (No. 25 of 2020).

The Nurses and Midwives Act, 2020 provides new provision for registration or enrolment, licensing and discipline of nurses, midwives and assistive nursing personnel and for related matters.

Section 3 (2) of the Act stipulates that the Council shall consist of seven members at least four of whom shall be nurses and shall be appointed as follows:

  1. three persons appointed by the Minister;
  2. one person nominated by the Leader of the Opposition;
  3. two persons nominated by the B.V.I. Nurses Association; and
  4. the Chief Nursing Officer, ex officio.

The Minister shall appoint a Chairperson nominated by the members from amongst the members of the Council.

In accordance with Section 7, of the Act, the Power of the Council consists of:

  1. determine the qualifications, training and experience necessary
  1. for the registration of nurses and midwives; and
  2. for enrolment of assistive nursing personnel;

(b) establish policies and determine the requirements of continuing education as a prerequisite for license renewal and for acceptance for continuing education certificates;

  1. establish the scope of nursing practice and the standard of nursing practice;
  2. establish the Nurses Code of Ethics;
  3. approve uniforms, badges or any other thing to be worn by persons registered or enrolled under this Act;
  4. discipline a nurse, midwife or assistive nursing personnel;
  5. collect any fees payable under this Act, or under any Regulations made under this Act;
  6. consult with any educational institution, hospital, person or organization on matters pertaining to nursing, midwifery and assistive nursing education, training and practice; and
  7. assist with nursing schools and other educational institutions, when requested, in development of curricula for nursing education.

COUNCIL MEMBERS

Persons applying to serve on the Nurses and Midwives Council should have the professional competencies that exemplify integrity, respect, and a balance of skills and experience that supports the purpose of the Council.

THE IDEAL CANDIDATE EMBODY THE FOLLOWING QUALITIES:

  1. Be willing to make a professional commitment to the Nurses and Midwives Council in carrying out its functions;
  2. Be willing to attend scheduled meetings, and actively contribute to the Council’s deliberations.
  3. Possess leadership skills and experience in areas relevant to the

Council’s functions and responsibilities;

d) Commit to confidentiality, integrity, and good governance;

e) Demonstrate the ability to think strategically, manage complexity and act decisively;

f) Possess strong communication and interpersonal skills;

 g) Exercise discretion and good judgement.

TERMS OF SERVICE

Members of the Council, other than the Chief Nursing Officer, shall hold office for three years, but are eligible for reappointment.

COMPENSATION

Members of the Nurses and Midwives Council do not receive stipendiary compensation.
