Mr. Theodore E. James has been appointed to act as Director in the Department of Agriculture and Fisheries effective July 2.

The appointment was made by His Excellency the Governor, Mr. Augustus J. U Jaspert, in accordance with section 92 of the Virgin Islands Constitution, and in accordance with the advice of the Public Service Commission.

Mr. James will manage the overall administration and activities of the department to ensure its smooth and efficient operation; he will also provide technical advice to the Government on all matters relating to agriculture and fisheries.

Mr. James has a Bachelor of Science in Animal Science from Purdue University; a major in Animal Agribusiness and a minor in Sociology and English. He also has a Certificate in Agriculture from Guyana School of Agriculture. He has completed studies in Veterinary Science, International Agricultural Trade, Marketing Farm Products, Applied Animal and Nutrition Management; Horse and Swine Management; Fishery Studies, Farm and Business Management; and Crop Production Systems.

From 2003 to 2014, Mr. James worked at the Department of Agriculture as a Livestock Assistant and an Agricultural Officer. His most recent appointment was that of Assistant Secretary (Protocol) in the Premier’s Office.

As the Director of Agriculture and Fisheries, Mr. James’ responsibilities include developing and implementing policies, procedures, guidelines, protocols and drafting legislation on agriculture and fisheries to ensure current and correct procedures are followed. He will also coordinate activities for Hazard/Emergency Response to ensure appropriate action is taken in a professional and timely manner.
