The Government of the Virgin Islands is requesting proposals for the repair, rehabilitation, commissioning, management, operation and maintenance of the Waste Water Treatment Plant at Paraquita Bay, Tortola.

The proposed scope of works comprises of providing all plant, labour, equipment, materials, personnel, staff and resources to perform the works and services for a period of seven (7) years exclusive of the repair period.

Tenderers are required to furnish a detailed work programme showing the order in which the various sections of works is to be executed, the rates of progress and the estimated periods of time for their execution and completion. Requirements including a list of Waste Water Treatment Plants designed and/or constructed over the past 15 years must be presented.

Procurement Coordinator, Mrs. Ishma Rhymer said that eligible tenderers are also required to have a valid Trade Licence and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue.

Bidding documents will be available from Monday, 4^th April, 2022, on weekdays between 9:00 a.m. to 4:00 p.m. Bidding documents will be sent to tenderers electronically upon request to procurement@gov.vg with the subject title “Repair, Commission, Manage and Operate the Waste Water Treatment Plant at Paraquita Bay”.

A virtual pre-tender meeting is scheduled for Thursday, 21^st April, 2022 at 10:00 a.m. Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting. This will be followed by a site visit.

Interested tenderers should submit one (1) original and three (3) copies plus one (1) flash drive containing the tenderer’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope and marked “Repair, Commission, Manage and Operate the Waste Water Treatment Plant at Paraquita Bay” and addressed to:

All tenders must be deposited in the “Tender Box” at the Ministry of Finance (Procurement Unit), RFG Place, Road Town, Tortola, Virgin Islands, by the bearer not later than 10:00 a.m. on Tuesday, 17^th May, 2022. Tenders will not be accepted after the “Tender Box” is closed.

Tenders will be opened at the Procurement Unit, Ministry of Finance, RFG Place at 11:30 a.m. on Tuesday, 17^th May, 2022. Tenderers are invited to witness this process via “Webex”. Tenderers will be provided with the access code and password prior to the opening.
