The Government of the Virgin Islands invites tenders for the mould remediation of the basement and upper floors of the Ralph T. O’Neal Administration Complex (RTOAC), relocation and cleaning of files and relocation and cleaning of files and records, demolition and removal of all mould contaminated sheetrock walls and other building elements at the basement of the RTOAC in Road Town, Tortola.

The proposed scope of works includes providing all plant, labour, equipment and materials and performing all operations in connection with mould remediation of the basement and upper floors of the RTOAC, records cleaning of of files using internationally acceptable standards, and demolition of all non-concrete structures and removal of all furniture, cabinets and other items to ensure a fully clean and empty space.

Acting Procurement Coordinator, Mrs. Diana Percell-Gumbs said eligible tenderers are required to provide a detailed Work Programme and Method Statement showing the order in which the various sections of works are to be executed, the rates of progress and logistics of the works, along with a completed Form of Tender, a Priced Bill of Quantities as well as list of projects undertaken within the past ten (10) years where mould remediation works including mould testing, records and file cleaning and treatment, and removal of mould contaminated building elements has been performed.

Mrs. Percell-Gumbs added that amongst other things, tenderers must also have a valid Trade Licence related to the provision of the required goods and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue.

Bid documents are available from Monday, 27th May, 2024 weekdays between 9:00 a.m. to 4:00 p.m. Documents will be sent to bidders electronically upon request to procurement@gov.vg with the subject title “Mould Remediation, Records Cleaning and Remedial Works at the R.T. O’Neal Administration Complex”.

A virtual pre-tender meeting via Webex is scheduled for Thursday, 6th June, 2024 at 10:00 a.m. The access code and password will be provided prior to the meeting. This will be followed by a site visit. All prospective tenderers are invited to attend.

Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents.  The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”.  Both envelopes should then be placed in an outer envelope and marked “Mould Remediation, Records Cleaning and Remedial Works at the R.T. O’Neal Administration Complex” and addressed to:

All tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, Second Floor, Road Town, Tortola, by the bearer not later than 10:00 a.m. on Tuesday, 2nd July, 2024.  Tenders will not be received after the Tender Box is closed.

Tenders will be opened on Tuesday, 2nd July, 2024 at 11:30 a.m. at the Ministry of Finance, RFG Place. Tenderers are invited to witness the opening via Webex.  Tenderers will be provided with the access code and password prior to the opening of Tenders.
