The Government of the Virgin Islands invites tenders for the mold remediation of the basement and upper floors of the Ralph T. O’Neal Administration Complex, relocation and cleaning of files and records, demolition and removal of all mold contaminated sheetrock walls and other building elements at the basement of the Complex in Road Town, Tortola.
The proposed works comprise of but is not limited to providing all plant, labour, equipment, materials, and performing all operations in connection with the development of mold baseline test samples; mold testing of basement and upper floors; mold treatment of entire basement and upper floors; installation of waterproofing measures in the basement walls and ceilings; provision of reports to outline safe practices and identification of any vulnerabilities to mold proliferation and growth and water infiltration; and semi-annual testing and treatment of the Complex for a period of three (3) years after the initial testing and treatment, as well as the removal of records in all formats from the basement and upper floors; security of storage containers for records; cleaning of files and packing of cleaned files and transport to the Records Centre.
Procurement Coordinator, Mrs. Ishma Rhymer said eligible tenderers are required to submit a Trade Licence, a list of current contract commitments/work in progress, and a work programme and method statement that details the proposed time schedule and methodology for executing the works.
Mrs. Rhymer added that amongst other documentation, tenderers must also submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue. Tenders must also provide a list of current contract commitments/work in progress.
Bid documents are available from Friday, 6th October between 9:00 a.m. to 4:00 p.m. Documents will be sent to bidders electronically upon request to firstname.lastname@example.org with the subject title “Mold Remediation, Records Cleaning and Remedial Works at the R.T. O’Neal Administration Complex”.
A virtual pre-tender meeting via Webex is scheduled for Thursday, 19th October, 2023 at 10:00 a.m. The access code and password will be provided prior to the meeting. All prospective tenderers are invited to attend.
Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope and marked “Mold Remediation, Records Cleaning and Remedial Works at the R.T. O’Neal Administration Complex” and addressed to:

All tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, Second Floor, Road Town, Tortola, by the bearer not later than 10:00 a.m. on Tuesday, 14th November, 2023. Tenders will not be received after the Tender Box is closed.
Tenders will be opened on Tuesday, 14th November, 2023 at 11:00 a.m. at the Ministry of Finance, RFG Place, Road Town, Tortola. Tenderers are invited to witness the opening via Webex. Tenderers will be provided with the access code and password prior to the opening of Tenders.
