The Government of The Virgin Islands in an effort to improve its ability to sustainable manage the marine and terrestrial environment through bridging the gaps of environmental information has secured funding from the Resilience, Sustainable Energy and Marine Biodiversity Programme (RESEMBID) for a project titled “Strengthening The Virgin Islands’ Water Quality Monitoring Programme to Inform Effective Environmental Management and Spatial Planning.” This contract is being executed as a part of that project. RESEMBID is funded by the EU and implemented by Expertise France and its main objective is "to support the sustainable human development efforts of participating countries and territories, with the thematic priorities being: Resilience, Sustainable Energy and Marine Biodiversity” (RESEMBID, Programme Overview, https://resembid.org/programme-overview/). 

 

One of the outputs of the project is the establishment and dissemination (to the public) of water quality baselines for priority areas and parameters not currently covered by the Ministry of Environment, Natural Resources and Climate Change’s Coastal Water Quality Monitoring Programme - Determination of basic water quality parameters at areas of concern currently outside of the scope of the Water Quality Monitoring Programme; determination of the current distribution and concentration of Tributyltin (TBT) and heavy metals of interest; map of pollution hotspots; other knowledge products and public information collateral on current water quality.

 

General Provision

The Government of the Virgin Islands, acting through the Ministry of Environment, Natural Resources, and Climate Change, is accepting bids to award a contract to supply laboratory services to test for heavy metals and organotins from samples collected at various sites in The Virgin Islands. The contract will be for a period of one month commencing on September 15th 2024.

 

 

SCOPE OF SERVICES

The proposed laboratory services consist of the following:

a) Laboratory testing and data reporting of Thirty (30) water samples for heavy metals and organotins (at minimum samples should be tested for lead, arsenic, zinc, nickel,copper, mercury, cadmium and Tributylin)
b) Laboratory testing and data reporting of thirty (30) sediment samples (at minimum samples should be tested for lead, arsenic, zinc, nickel, copper, mercury, cadmium and Tributylin)
c) Laboratory testing and data reporting of thirty (30) fish tissue samples (at minimum samples should be tested for lead, arsenic, zinc, nickel, copper, mercury, cadmium and Tributylin)
d) Guidance in sample preparation for shipment to laboratory

 

 

Laboratory Certification:

 

The laboratory shall be USEPA certified.

 

Instruction to Tenderers

 

aInterested Tenderer are asked to furnish the following documents: -

aQuotation for work including cost of shipping and handling of samples

aCertification of good Standing (for international bidders, please provide your country’s equivalent

aValid Trade License for conducting laboratory services

aCopy of US EPA certification 

 

Failure on the part of tenderers to enclose the supporting documentation indicated about will render the tender non-responsive.

 

Submission of Tenders

All tenders must be sent via emailed to the Ministry of Environment, Natural Resources and Climate Change, in a non-editable format, to the Permanent Secretary at menrcc@gov.vg. The file and email subject must bear the applicants name and the title “Laboratory Services for MENRCC” Tenders must be submitted no later than August 12 2024 at 4:00 p.m. Late submissions will not be accepted after the due date. 

 

The Government of The Virgin Islands does not bind itself to accept the lowest or any other tender.
