Premier and Minister of Finance the Honourable Dr. Natalio D. Wheatley has said that theGovernment of the Virgin Islands has made notable progress in its commitment to implementing the recommendations from the Commission of Inquiry (COI). 

To this end, several pivotal Bills received their first reading in the House of Assembly on August 29th marking a significant step towards fulfilling the COI recommendations and enhancing governance within the Territory.

The Bills introduced include the Virgin Islands British Virgin Islands Ports Authority (Amendment) Bill, 2024; the Virgin Islands H. Lavity Stoutt Community College (Amendment) Bill, 2024; the Virgin Islands National Parks Trust (Amendment) Bill, 2024; the Virgin Islands Tourist Board (Amendment) Bill, 2024; and the Virgin Islands BVI Health Services Authority (Amendment) Bill, 2024 and the Parliamentary Commission Standards Bill 2024.

Premier Wheatley said these legislative changes are part of the broader reform agenda aimed at addressing the COI's findings and recommendations. 

“To date, the Government has successfully implemented 45 of the 48 COI Recommendations (94%), with only three remaining in progress. Of the 115 actions supporting these recommendations, 112 (97%) have been completed, demonstrating the Government’s serious commitment to reform,” the Premier said.

Premier Wheatley stated that the introduction of these Bills represents a substantial effort towards achieving good governance, transparency, and accountability. He said his Government is dedicated to ensuring that these legislative measures are not just symbolic but effectively contribute to the improvement of governance structures and processes within the Virgin Islands.

The Premier emphasised that the introduction and advancement of these Bills underscore his Government’s commitment to implementing meaningful reforms that are critical to the integrity and effectiveness of our institutions. 

“This process is about real change, not just procedural fulfilment. By addressing these recommendations, we are reinforcing our dedication to good governance and ensuring that the Virgin Islands operates with the highest standards of accountability and transparency,” he stated.

The remaining COI recommendations, which require legislative action, are scheduled for final readings in the House of Assembly during September.This marks a crucial step in the Government’s ongoing efforts to build a robust governance framework and uphold the principles of good governance in the Virgin Islands.
