The Government of the Virgin Islands (GOVI) is inviting qualified consultant firms to express interest in developing a National Sustainable Tourism Master Plan for the Territory.

Procurement Coordinator in the Ministry of Finance, Mrs. Ishma Rhymer said, “The plan will define strategies and activities and provide distinct mapping that will catalyze the further development of the BVI’s tourism sector to promote local participation and development based on sustainable tourism principles and practices, including the Global Sustainable Tourism Criteria (GSTC) being spearheaded by the United Nations Foundation.”

She added that the overall objective of this consultancy is to strengthen national and local capacity for tourism sector policy, destination planning, and management through the preparation of a National Sustainable Tourism Master Plan for the entire tourism sector.

The plan will be used to guide the Government and tourism industry stakeholders by providing them with an actionable plan, based on a clear road map that will focus on a sustainable approach to tourism development that aligns with international best practices and must address four inter-related fronts:

  1. enhancing the tourism experience and resource sustainability at consolidated destinations sites to pressure;
  2. diversifying tourism products in emerging destinations for the overnight and cruise market segments;
  3.  identify and develop proposal for niche tourism products; and
  4.  strengthening tourism institutions for policy, destination planning, and management.

The strategy will consist of two components: (I) Investments in overnight tourism destinations; and (II): Institutional strengthening and capacity building for policy, destination planning, and management.

Expressions of interest may be submitted by a consultant, company or firm or in consortium with other consultants, companies or firms. Tenders must submit full contact information of the consultant/company/firm, detailed corporate profile of the consultant/company/firm and a summary of qualification in similar areas preferably in the Caribbean.

Tenders are also required to submit details of litigation history in relation to the submitting consultant/company/firm or any significant individual consultant thereof, narrative description of the proposed strategy, which takes account of the matters outlined in the project scope above; Estimate of the project development budget, and evidence of the consultant/company/firm ability to undertake such a project and proposed work plan.

Tenderers must submit documents to ‘Expression of Interest’ and must be received by the Central Tenders Board Chairman, Ministry of Finance Procurement Unit, Third Floor, East Atrium, Central Administration Complex no later than 10:00 a.m. EST on Tuesday, September 18, 2018.
