ROLE SUMMARY
The successful applicant will create and preserve an effective and efficient HR department through leadership of the unit and through providing support and guidance to Department Heads and employees.

MAIN RESPONSIBILITIES
1. Lead the smooth and efficient operation of the Human Resources Unit through management of daily operations, and assist with the development of the Department’s plans, goals, objectives and systems.
2. Develop and implement programmes, policies and procedures to develop the human resources capacity within the Public Service.
3. Lead staff development/training, workshops and offers coaching to staff on performance improvements to ensure all staff are given the tools required to operate effectively.
4. Ensure that all files and records are updated and maintained securely, ensuring that ethical and legal guidelines are maintained.
5. Liaise with the Attorney General's Chambers and other agencies to obtain advice to resolve complex matters.
6. Advise employees regarding terms and conditions and HR concerns. Conduct investigations and makes recommendations as appropriate regarding issues of staff disputes and grievances.
7. Research, analyse and prepare relevant reports.
8. Attend meetings, workshops and training sessions as instructed to ensure awareness of any change in policies or procedures which may be relevant to the role.
9. Receive and submit occupational cases to the CEO, Virgin Islands Health Service Authority (HSA) for review and appointment of medical board for assessment / evaluation of injured officers to ensure cases are dealt with in a timely manner.
10. Act as liaison officer with relevant officers and Departments to ensure accurate processing of compensation claims.
11. Act as co-chairperson for Health and Safety Awareness Campaign during Public Service Week and coordinate the annual ILO World Day for Health and Safety awareness campaign to bring attention to the Health and Safety issues for a safe and healthy workplace.
12. Keep track of reported and processed occupational cases and persons with other medical conditions to ensure knowledge is stored for future reference.
13. Liaise with other agencies for conducting workplace assessments for corrective action in a professional and timely manner.
14. Draft Health and Safety Policy and guided notes and Employee Health and Safety Manual to ensure proper guidelines for the BVI Government and employees to follow.
15. Identify job specific and environmental factors and develop, where applicable, implement and promote the health and safety policies. Mitigate and minimise workplace hazards.
16. Perform any other duties as required by Supervisor or any other senior officers in order to contribute to the effectiveness and efficiency of the unit.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Human Resources Management, Business Administration / Management or related field
  • Certification in Human Resources Management
  • Five (5) years managerial experience in related field
  • Excellent knowledge of Government structure, policies and procedures
  • Excellent knowledge of applicable policies, regulations and laws
  • Excellent knowledge of psychosocial interviewing and counselling techniques
  • Excellent budget skills
  • Sound knowledge of JD Edwards Accounting Software
  • Excellent knowledge of the use of standard office equipment
  • Sound knowledge of record management and business administration
  • Excellent analytical and decision-making skills
  • Excellent interpersonal and organisational skills
  • Excellent oral and written communication skills
  • Ability to work well under pressure
