Under section 2 of the Commissions of Inquiry Act 1880 (Chapter 237 of the Revised Laws of the Virgin Islands) and in an instrument dated 19 January 2021, the then Governor His Excellency Augustus Jaspert, appointed the Rt. Hon Sir Gary Hickinbottom, as sole Commissioner to conduct a Commission of Inquiry into governance practices in the Virgin Islands.  On 4th April 2022, Sir Gary Hickinbottom submitted the completed COI report to Governor Rankin for his consideration.  Governor Rankin subsequently made the report public on 29th April, 2022.  The report of the Commissioner made 4 primary recommendations and 45 further recommendations for implementation.  For details on the  Commission of Inquiry and the final report visit www.bvi.public-inquiry.uk

The Government of National Unity proposed a framework for implementation of the recommendations of the COI Report and other important reforms under continued democratic governance. To see the framework click here.
