ASSISTANCE GRANTS PROGRAMME

The Virgin Islands Assistance Grants Programme, guided by the Assistance Grants Programme Policy, 2024 under the Ministry of Education, Youth Affairs, and Sports, is designed to provide financial support to Virgin Islanders in the areas of education, sports, and the creative arts.

Please note that the grant is not intended to cover the full cost of an applicant’s request but is meant to facilitate and support it.
 

Eligibility 

The Virgin Islands Assistance Grants Programme is open to all Virgin Islanders. To qualify for a grant, applicants must meet the criteria for being deemed to belong to the Virgin Islands.

Process

To apply for funding, applicants must:

  1. Complete the online application through the Assistance Grants portal. The link is below in “Method of Applying” section.
  2. Upload all required supporting documentation.
  3. The Assistance Grants Committee reviews the application and provides a recommendation to the Permanent Secretary.
  4. The Permanent Secretary in consultation with the Minister for Education, Youth Affairs & Sports reviews and provides a decision on the application.
  5. Once approved, the financial process is followed and a cheque will be issued.
  6. The Ministry of Education, Youth Affairs & Sports contacts the applicant and informs them of the decision on their application.

As part of the online application process, requests for assistance grants are to be accompanied by submitting a letter outlining the details of the request. This letter should be addressed to:

1. Needs-Based Grant

This grant is awarded to applicants who demonstrate financial need. Applicants must provide documentary evidence such as income statements, bank letters, financial statements, monthly obligations, or proof of expenses.

Required Documents (but not limited to):

  1. A letter addressed to the Permanent Secretary, Ministry of Education, Youth Affairs & Sports, explaining your need for an assistance grant and the amount of funding being sought.
  2. Acceptance letter from the educational institution.
  3. Tuition breakdown from the educational institution.
  4. Statement of income.
  5. Bank letter or financial statement.
  6. List of current monthly or yearly obligations.
  7. Copy of your Virgin Islands Passport or Belonger’s Card.

 

2. Merit-Based Grant

This grant is awarded based on academic performance and extracurricular accomplishments, including demonstrated excellence in academics, awards, community service, skills, talents, and athletic or creative achievements.

Required Documents (but not limited to):

  1. A letter addressed to the Permanent Secretary, Ministry of Education, Youth Affairs & Sports, explaining your request for an assistance grant, your accomplishments, and the amount of funding being sought.
  2. Acceptance letter from the educational institution.
  3. Tuition breakdown from the educational institution.
  4. Copies of achievement certifications, awards, transcripts, or other relevant documentation.
  5. Copy of your Virgin Islands Passport or Belonger’s Card.

 

3. Criteria-Based Grant

This grant supports fields identified as priority areas for the Virgin Islands. Click here for the list of priority areas.

Required Documents (but not limited to):

  1. A letter addressed to the Permanent Secretary, Ministry of Education, Youth Affairs & Sports, explaining your request for an assistance grant, why you are studying in a priority area, how this will benefit the Territory, and the amount of funding being sought.
  2. Acceptance letter from the educational institution.
  3. Tuition breakdown from the educational institution.
  4. Copy of your Virgin Islands Passport or Belonger’s Card.

 

4. Sports-Related Assistance Grant

This grant provides financial support for training, competition, or participation in local, regional, or international sporting events.

Required Documents (but not limited to):

  1. A letter addressed to the Permanent Secretary, Ministry of Education, Youth Affairs & Sports, explaining your request for an assistance grant, the sport, training program, or competition details, and the amount of funding being sought.
  2. Financial budget to support the request.
  3. Proof of registration for the event.
  4. Invitation letter to the event (if applicable).

 

5. Creative-Related Assistance Grant

This grant supports development and training in the creative arts or participation in local, regional, or international creative arts initiatives.

Required Documents (but not limited to):

  1. A letter addressed to the Permanent Secretary, Ministry of Education, Youth Affairs & Sports, explaining your request for an assistance grant, the type of creative art, the training program or competition details, and the amount of funding being sought.
  2. Financial budget to support the request.
  3. Proof of registration for the event.
  4. Invitation letter to the event (if applicable).

Additional Notes

Awardee Requirements (Tab title)

  1. Documentation of Fund Use:
    Awardees must provide documentation within three months of receiving the grant to show how the funds were used. This includes:

    • Receipts
    • Payment documentation
    • Other legitimate third-party vendor documents
  2. Future Applications:
    • New grant requests will be delayed if documentation from a previous grant has not been submitted.
    • If the required documents are not received within three months of the new application date, the request will be denied, and no further requests will be considered.
  3. Direct Payments:
    • The Ministry reserves the right to pay the approved grant amount directly to the institution or vendor, if necessary.
    • Awardees will be informed if direct payment has been made.
  4. Limitations:
    • Awardees are eligible to receive assistance only once per fiscal year.
