Mr. Speaker, I move that the Bill shortly entitled the Appropriation Act, 2019 be read a second time and, in so doing, I invite this Honourable House to extend its customary indulgence in permitting me to deliver the 2019 Budget Address.
Premier and Minister of Finance, Honourable Andrew A. Fahie will deliver the Territory’s 2019 Budget during the Second Sitting of the First Session of the Fourth House of Assembly at 10:00 a.m.
Premier and Minister of Finance, Dr. the Honourable D. Orlando Smith, OBE has said that his Government remains on a mission to position the Virgin Islands stronger, smarter, greener and better and more resilient following the unprecedented trio of 2017.
Madam Speaker, I beg to move that the Bill shortly entitled , the Appropriation Act 2018, be read a second time and in so doing I crave the customary indulgence of this Honourable House to extend its normal courtesies in permitting me to deliver this year’s Budget Address.

The Government of the Virgin Islands is ensuring that the sister Islands are included in the development plan as it positions the Territory for the future.
The Government of the Virgin Islands has said that tourism continues to be the single most important economic activity in the Territory and measures will be taken to build and sustain the sector.
The Government is on a mission to position the Virgin Island for the future, according to Premier and Minister of Finance, Dr. the Honourable D. Orlando Smith, OBE.
