Dear Governor,

     As you and the people of the Virgin Islands celebrate the auspicious occasion of Virgin Islands Day, my wife and I have great pleasure in conveying our warmest congratulations to your Premier, and to the people of the Virgin Islands.

As Patron of FinTech on the Seas, it is a pleasure to welcome so many high-level regulators, founders, fund managers, and tech pioneers to the British Virgin Islands. 

Like many of you across the Virgin Islands and wider, I am deeply saddened to learn of the passing of one of our radiant daughters, Ms. Eileene Lucia Parsons, OBE.

Good morning, and a most warm welcome to the beautiful Virgin Islands.

With deep sorrow, I extend heartfelt condolences on behalf of the Government and people of the Virgin Islands on the passing of one of our most distinguished daughters, Ms. Eileene Lucia Parsons, OBE.

Today, I stand before you not just as your Minister of Communications and Works and the person responsible for the distribution of water in the Territory, but as someone who truly empathises with every household and business that has faced the struggles of an unreliable water supply.
