The Government of the Virgin Islands is requesting tenders for the demolition, repair and replacement of the damaged exterior building envelope using only STO Corporation products at the Ralph T. O’Neal Administration Complex.

Procurement Coordinator, Mrs. Ishma Rhymer said eligible tenderers are required to submit Certificates of Good Standing in respect of the Social Security and Taxes including Payroll and Property Tax from BVI Social Security Board, National Health Insurance, Inland Revenue, the Commercial Registry, valid Trade Licence, detailed work programme showing the order in which the various sections of works are to be executed along with other documents as outlined in the tender document.

Ms. Rhymer added that proposed works comprise of removing all damaged components and systems of the external building envelope to the areas identified; making good to all areas in preparation for the new STO finishing system including applying all waterproofing as required by STO.

The works also comprise of installing STO only finishing system products to the external insulating finishing system in accordance with the drawings and specifications; ensuring that installers are either STO personnel or independent personnel certified and approved by STO to meet warranty requirements; and ensuring that only STO finishing system products, as specified in the drawings and specifications, are used for the works.

Tenderers must also present a Tender Bond/Tender Security not less than 1% of the bid price, by way of a bank or accredited insurance company.

Bidding documents are available from Monday, August 23, 2021, and will be sent to bidders electronically upon request to procurement@gov.vg with the subject title “Ralph T. O’Neal Administration Complex Exterior Building Envelope Repair.”

Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope marked “Ralph T. O’Neal Administration Complex Exterior Building Envelope Repair” and addressed to:

All tenders must be deposited no later than 10:00 a.m. on Tuesday, September 28, 2021, in the Tender Box at the Ministry of Finance (Procurement Unit), Qwomar Trading Building #2. Tenders will not be accepted after the Tender Box is closed.

A virtual pre-tender meeting is scheduled for Thursday, September 9, 2021, at 10:00 a.m. via WebEx.  Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting.  This will be followed by a site visit.  All prospective tenderers are invited to attend.

Tenders will be opened at the Procurement Unit, Ministry of Finance, Qwomar Trading Bldg. #2, 2nd Floor at 11:00 a.m. on Tuesday, September 28, 2021. Tenderers are invited to witness this process via WebEx and will be provided with the access code and password prior to the opening.
