Role Summary

The successful applicant will oversee the day-to-day operation and supervision of the transitional housing programme, and to coordinate all programme elements pertaining to the programme.

 

Main Responsibilities

1. Direct and manage the department and staff to ensure effective and smooth running of the Safe Haven Transitional Centre.
2. Assist with human resource functions of the department including training, recruitment and disciplinary actions to maintain effective department management.
3. Attend all mandatory meetings and training and prepare periodic reports of the department to maintain effective information flow.
4. Oversees the clinical supervision and monitoring of all programmes, ensuring confidentiality of records.
5. Contribute and ensure that full compliance with policies, regulations and standards which govern the department are met to ensure correct procedures are followed. Develop, where applicable, policies, procedures and performance standards.
6. Liaise with the hospital in detoxification of clients to ensure effective information flow.
7. Identify unmet needs of individuals and communities experiencing alcohol and other drug related problems to ensure all issues are addressed in a professional manner.
8. Develop new prevention, treatment and/or support programmes in order to keep up to date with new regulations.
9. Provide crisis intervention services to hospitalised patients, families and individuals to support them through their treatments.
10. Participate in local collaborative cross-agency programme initiatives to provide and ensure cooperative and non-redundant services.
11. Prepare and manage the Department’s Annual Budget.
12. Ensure the preparation and submission of Performance Planning and Appraisal Report for all staff.
13. Develop and implement strategic plans.
14. Identify job specific and environmental factors and develop, where applicable, implement and promote the health and safety policies. Mitigate and minimise workplace hazards.
15. Perform any other related duties as required by Supervisor or any Senior Officer in order to contribute to the effectiveness and efficiency of the department.

Minimum Qualifications

Master’s Degree in Public Administration, Social Work, or related professional degree
Five (5) to seven (7) years related experience with a minimum of two years’ supervisory experience
Sound knowledge of Government structure, policies and procedures
Expert knowledge of individual and group counselling techniques
Expert knowledge of addiction and its various treatment modalities
Expert knowledge of psychological diagnostic tools
Sound knowledge of the use of standard office equipment and relevant computer applications
Excellent oral and written communication skills
Excellent interpersonal and organisational skills
Excellent analytical, report-writing and decision-making skills
Good knowledge of budget planning
Ability to work under pressure
Sound leadership and management skills
