Role Summary

The successful applicant will perform a variety of budgetary and general functions to help contribute towards the most efficient and effective distribution of funds and other resources within the Government’s Ministries and Departments.

Main Responsibilities

1. Ensure the smooth and efficient operation of the Unit through management of daily operations by assisting Ministries and Departments with the preparation of their annual and supplementary budgets and verify budget submissions to ensure new initiatives are submitted on time, meet requirements and follow the guidelines as set out in the Revenue and Budget Call Circulars.
2. Conduct site visits to verify financial information with regards to capital projects to ensure accuracy.
3. Process reallocation warrant applications and prepare reallocation schedules.
4. Administer and maintain systems and records ensuring security of data.
5. Conduct budgetary research assignments ensuring diligent performance.
6. Process requests for de-reservation of funds and requests by public officers for personal advance of salary and car loans and make recommendations to the Financial Secretary to ensure appropriate circumstances.
7. Prepare monthly reports on the analysis of government accounts for management information process.
8. Handle compensation matters, including processing vehicle accident and personal injury claims.
9. Coordinate the disbursement of Loan Funds from funding agencies and supervise the repayment of Government and contingent loans to ensure full repayment of funds.
10. Communicate with recipient and donor agencies, Ministries and Statutory Bodies to ensure flow of information and good communication.
11. Serve as Desk Officer for the Ministry of Finance and Premier’s Office in an efficient manner ensuring customers are dealt with / directed in a professional and timely manner.
12. Perform any other duties as required by Supervisor or any other senior officers in order to contribute to the effectiveness and efficiency of the unit

Minimum Qualifications

Bachelor’s Degree in Accounting, Mathematics, Finance or related field
Three (3) years related experience
Sound knowledge of Government structure, policies and procedures
Sound knowledge of relevant laws, regulations and policies
Sound knowledge of financial software packages
Sound knowledge of accounting, finance and debt management
Sound oral and written communication skills
Sound knowledge of the use of standard office equipment and computer applications
Sound analytical and decision-making skills
Sound interpersonal and organisational skills
Ability to work well under pressure
